MCI PRESS RELEASE REGARDING ADMISSION OF INDIAN STUDENTS IN CHINA

Medical Council of India has received a letter dated 26.7.2007 from First Secretary(P-II), Embassy of India, Beijing, China, stating as under:-
“We have come across a report in the Chinese-language press about the announcement yesterday(25 July) of a provisional set of measures designed to impose stricter control, on English-language undergraduate medical education imparted to foreign students in China. The full translation of the report, published in the official “Guangming Daily” of today (26 July) is enclosed herewith.
2. You may like to note that many of the concerns raised in respect of Indian medical students in China are sought to be addressed through these provisional measures. It is apparent that more control will be exercised by the designated bodies of the Chinese Ministry of Education. So far, as you are well aware, the medical education institutes have been following their own standards for intake of foreign students.
3. The report also mentions 30 medical education institutes approved to enroll foreign students. From the website of the Ministry of Education, we obtained the list, along with their planned foreign students intake for the year 2007-08 (copy enclosed). While this does not answer our question on the status of students already enrolled in other institutes (and we have sought meeting with the Ministry of Education here to clarify this), it may be ensured in the meanwhile that no eligibility certificates are issued by concerned authorities in India for study in institutes other than those in the list.
4. We are also obtaining the full set of the regulations, and will share with you our opinion after going through them in detail. In the meantime, grateful if the findings of the Ministry of Health delegation that visited China in June 2007 are shared with us, with instructions, if any, to Indian students in China.”
In view of above, Medical Council of India has decided that w.e.f. 26.7.2007, the Eligibility Certificate should be issued only for the following institutes in China up to the number specified against each in respect of desirous of having medical education in China:-

It has further been decided that in respect of six institutes in the above table for which the Government of China has decided not to have any intake in 2007-08 , no eligibility certificate should be issued in respect of the candidates desiring to have admissions in these six institutes for the current academic year.

It is hereby brought to the notice of all concerned that as per the Indian Medical Council Act, 1956 ( as amended in 2001) and the Eligibility Requirements for taking Admission in an undergraduate Medical Course in Foreign Medical Institution Regulations, 2002, any candidate who has passed the qualifying examination either from India or an equivalent examination from abroad and is desirous of joining an undergraduate medical course in any foreign medical institutions on or after 15th March, 2002 has to approach the Medical Council of India for issue an Eligibility Certificate for that purpose. The form of application for issue of Eligibility Certificate may be obtained from the Council office and the application should be submitted with all the relevant documents including a demand draft for Rs.500/- (Rupees Five Hundred only) in favour of Secretary, Medical Council of India, New Delhi. Copy of the application form is also available on the website of the Council ( www.mciindia.org ). No candidate who has obtained admission in any foreign medical institution on or after 15th March, 2002 shall be permitted to sit for the Screening Test, after obtaining the medical degree from abroad, for the purpose of registration in India, unless he/she produces the Eligibility Certificate issued by the Medical Council of India.
